Im Berliner Hotel Adlon wird auf den russischen Zaren Nikolai II. ein Attentat verübt. Doch die Kriminalpolizei geht davon aus, dass der Anschlag dem deutschen Kaiser Wilhelm II. galt, der den russischen Gast empfangen hat. Als Nikolai II.
